The Ministry of Construction plans nearly 9,000 km of expressways by 2050

According to Decision No. 2470/QĐ-BXD dated December 30, 2025 issued by the Ministry of Construction approving the “Road Infrastructure Network Plan for the 2021–2030 period, with a vision to 2050,” the expressway system is planned to include 43 routes with a total length of approximately 8,923 km, specifically as follows:

  • The North–South axis, including: the eastern North–South expressway with a length of approximately 2,065 km and the western North–South expressway with a length of approximately 1,205 km.
  • The Northern region: 14 routes with a total length of approximately 2,242 km.
  • The Central and Central Highlands region: 11 routes with a total length of approximately 1,353 km.
  • The Southern region: 11 routes with a total length of approximately 1,342 km.
  • The ring roads of Hanoi and Ho Chi Minh City: including 03 ring roads in Hanoi with a total length of approximately 417 km and 02 ring roads in Ho Chi Minh City with a total length of approximately 299 km.

In the Hanoi area, by 2050, Hanoi will have 3 ring roads with a total length of approximately 417 km. The Ho Chi Minh City area will have 2 ring roads with a total length of approximately 299 km.

The national highway system is planned to include 172 routes with a total length of approximately 28,614 km. Specifically:

  • The North–South axis includes: National Highway 1 with a length of approximately 2,218 km and the Ho Chi Minh Road with a length of approximately 1,894 km.
  • The Northern region includes 21 primary (arterial) national highways with a total length of approximately 6,530 km and 34 secondary (connecting) national highways with a total length of approximately 3,857 km.
  • The Central and Central Highlands region includes 24 primary national highways with a total length of approximately 4,275 km and 47 secondary national highways with a total length of approximately 4,393 km.
  • The Southern region includes 17 primary national highways with a total length of approximately 2,378 km and 27 secondary national highways with a total length of approximately 3,069 km.

The planning objective is to concretize the alignments of expressways and national highways in the road network plan for the 2021–2030 period, with a vision to 2050. This includes determining basic alignments, major control points, and estimated route lengths. It also defines the scale of expressways and national highways by locality and region; preliminarily determines the scale of bridges and tunnels along the routes; identifies key intersections and connection plans with other transport modes, urban systems, economic zones, and industrial parks. The plan determines land use demand and investment capital needs, and sets out an implementation roadmap for each expressway and national highway section for phases up to 2030 and post-2030. It serves as a basis for localities to implement related plans, manage planning, and carry out investment in assigned and decentralized road projects.
