On the morning of April 12, in Quảng Ninh, Prime Minister Lê Minh Hưng attended the groundbreaking ceremony for the Hà Nội – Quảng Ninh high-speed railway project. Expected to be completed by the end of 2028, with a maximum design speed of up to 350 km/h, the project will shorten travel time between the two localities by 5–7 times, to just about 23 minutes.

The Hà Nội – Quảng Ninh high-speed railway project is invested by VinSpeed High-Speed Railway Investment and Development Joint Stock Company (Vingroup), with a total investment of over VND 147 trillion (equivalent to more than USD 5.6 billion), excluding site clearance costs.
The project passes through four localities: Hà Nội, Bắc Ninh, Hải Phòng, and Quảng Ninh, with a total length of 120.2 km. It is designed as a double-track railway with a standard gauge of 1,435 mm, fully electrified, and a maximum speed of up to 350 km/h (with a maximum speed of 120 km/h in the Hà Nội section). The project is expected to use the latest and most modern generation of high-speed trains, along with advanced information systems, signaling, and top-tier equipment supplied by Siemens Mobility (Germany), with gradual technology transfer to VinSpeed during operation.
The starting point of the line is Cổ Loa Station (Vietnam Exhibition Center, Hà Nội), and the endpoint is Hạ Long Station in Quảng Ninh. The route will pass through three intermediate stations: Gia Bình (Bắc Ninh), Ninh Xá (Hải Phòng), and Yên Tử (Quảng Ninh), and will include one depot located at the terminal station in Hạ Long.
The Hà Nội – Quảng Ninh high-speed railway is the second railway project implemented by VinSpeed. In December 2025, VinSpeed officially broke ground on the Bến Thành – Cần Giờ railway line in Ho Chi Minh City, which is expected to be completed in the fourth quarter of 2028.
