On April 6, 2026, the Government issued Resolution No.98/NQ-CP allowing the division of the North–South High-Speed Railway Project into 17 independent projects to accelerate progress and optimize investment resources.
Among these, in addition to the North–South High-Speed Railway Project, which is decided by the Ministry of Construction, there are 15 projects for compensation, support, resettlement, and relocation of technical infrastructure works, decided by People’s Committees of the provinces and cities where the Project passes through, and one project for relocating power facilities with voltages of 110kV or higher, decided by Vietnam Electricity (EVN).
The Resolution clearly states that the investment decision-maker is allowed to separate the above projects into component projects/independent component projects.
The investment decision-maker is not required to approve the investment policy; they are permitted to prepare, appraise, and decide on investment projects, and to implement the construction of resettlement areas based on the preliminary design documents in the pre-feasibility study report.
The work of compensation, support, resettlement, and relocation of technical infrastructure works shall be carried out after the investor of the North–South High-Speed Railway Project hands over the documentation and determines boundary markers on site for site clearance to local authorities and Vietnam Electricity (EVN), and shall be updated, consolidated, and approved for project adjustment, with funding allocated annually from central and local budgets.
At the same time, the investment decision-maker may apply one of the forms of contractor selection, including direct contracting or limited bidding, when selecting contractors for the supply of goods, consulting services, non-consulting services, construction contractors, and contractors implementing EPC (Engineering – Procurement – Construction), EC (Engineering – Construction), EP (Engineering – Procurement), and turnkey contracts. The procedures for contractor selection shall comply with the provisions of the law on bidding.
The Ministry of Construction shall coordinate with relevant ministries, sectors, and localities to direct consultants to design the route to be as straight as possible, with accurate technical parameters to ensure suitability with terrain, geology, hydrology, etc., minimizing the need for route adjustments after site clearance to avoid waste; continue to evaluate and strictly control the implementation of special and specific mechanisms, promptly report and propose solutions to handle arising difficulties and complexities, ensuring compliance with practical requirements, preventing legal violations, and avoiding waste and negative practices.
