On March 30, 2026, the Ministry of Construction issued Decision No. 425/QD-BXD announcing construction investment unit costs and aggregated construction prices for structural components in 2025.
The investment unit costs announced in this Decision serve as one of the reference bases for preliminarily determining the total construction investment, overall investment levels, and for determining and managing construction investment costs during the project preparation stage for certain common construction works and projects.
Construction investment unit cost is the necessary cost per unit measured by area, volume, length, capacity, or service capability of a structure according to its design. The design capacity or service capability of a structure is its production or operational capacity as defined by appropriate measurement units. The unit costs are announced as national averages. When applying them to specific projects by region based on administrative boundaries prior to consolidation, reference should be made to Section 1.1, Part I, Section 1 and Part 4 of Decision No. 409/QD-BXD dated April 11, 2025 of the Minister of Construction.
Construction investment unit costs include: construction costs; equipment costs; project management costs; construction consultancy costs; other cost items as prescribed; and value-added tax. The unit costs, construction cost rates, and equipment cost rates already include 10% VAT.
Construction investment unit costs do not include contingency costs and expenses for certain project-specific works such as:
· Compensation, support, and resettlement costs in accordance with legal regulations, which are included in the preliminary and total investment;
· Interest during the construction investment period (for projects using borrowed capital);
· Initial working capital (for projects intended for production and business purposes);
Certain project-specific costs such as environmental impact assessment and mitigation; international quality certification; structural deformation monitoring; construction quality inspection; special foundation reinforcement; costs for hiring foreign consultants; BIM implementation costs; and other specific expenses.
