Within the framework of the working trip to Singapore, in addition to the visit to the Singapore Rail Test Centre (SRTC), the TECCO1 expert delegation held in-depth working sessions with Singapore Government-related agencies, including Singapore Cooperation Enterprise (SCE), Infrastructure Asia, and MSI Global Private Limited, to explore the Singapore Government’s potential support in sharing experience and developing a unified technical standards framework for Hanoi’s urban railway network.
The discussions focused on a Government-to-Government (G2G) cooperation model between the Government of Singapore and the Hanoi People’s Committee. The Singaporean side shared experience in developing technical standards, appraisal procedures, and coordination mechanisms among regulatory authorities, consultants, operators, and testing entities. One key topic discussed was the potential support for the Hanoi Metropolitan Railway Management Board (MRB) in referencing the standardized framework applied across Singapore’s urban railway network under the management of the Land Transport Authority (LTA), particularly the fully automated, driverless train operation system meeting GoA4 standards.
According to Singaporean experts, establishing a unified technical standards framework from the outset is a critical factor enabling Singapore to maintain stability, safety, and interoperability across different lines, project phases, and contractors. This framework is closely aligned with RAMS requirements (Reliability, Availability, Maintainability, Safety) throughout the system lifecycle, ensuring efficient operations, reduced failures, and maximum passenger safety.
Singaporean experts assessed TECCO1 as a domestic consulting firm with a strong understanding of advanced urban railway technologies, capable of acting as a technical bridge and implementation partner in potential technical assistance projects under cooperation between the Singapore Government and the Hanoi People’s Committee for developing a unified technical standards framework for Hanoi’s urban railway network.
