On May 8, 2026, in Hanoi, Transport Engineering Consultant Investment No.1 JSC (TECCO1) and DB Systemtechnik GmbH officially signed a Memorandum of Understanding (MOU) on cooperation in the field of railway construction and development in Vietnam. The event marks an important milestone in TECCO1’s strategy to expand international cooperation.
Attending the signing ceremony on behalf of TECCO1 were Mr. Bui Tran Long – Chairman of the Company, Mr. Nguyen Trong Nghia – Chief Technology Officer, together with representatives from specialized departments. Representing DB Systemtechnik GmbH were Mr. Sergej Samjatin – Executive Director, International Business, along with technical experts and company representatives.
Under the agreement, the two parties will cooperate to leverage their respective strengths and professional expertise in implementing railway projects in Vietnam. TECCO1 will serve as the local engineering and consultancy partner with extensive experience in transport infrastructure, while DB Systemtechnik will contribute its international expertise in railway system integration, system monitoring and diagnostics, rolling stock maintenance, operational safety assessment, and railway operation support services.

The expected areas of cooperation include project management, feasibility studies, design and engineering consultancy, procurement support, technical appraisal, RAMS and system safety assessment, as well as operation and maintenance consultancy services for high-speed railways, inter-regional railways, metro systems, and urban railway projects.
According to the agreement, TECCO1 will act as the consortium leader for project opportunities jointly pursued by the two parties in Vietnam. The MOU will remain valid for a period of three years from the signing date and shall be governed by the laws of Vietnam.
Speaking at the ceremony, representatives of both companies expressed their expectation that the cooperation would contribute to enhancing consultancy capabilities, strengthening professional knowledge exchange, and promoting the sustainable development of Vietnam’s railway sector in the coming years.
