Ensure the progress and quality of key transport sector projects and works

The Government Office has just issued Notice No. 129/TB-VPCP dated March 17, 2026, on the conclusions of Prime Minister Pham Minh Chinh – Head of the Steering Committee at the 24th meeting of the State Steering Committee for national important projects and key transport sector projects.

Ministries, sectors, and localities must urgently and proactively implement key transport projects and works, ensuring progress and improving quality

According to the Notice, at the 23rd meeting on January 30, 2026, the Prime Minister assigned 28 tasks to ministries, sectors, and localities. The Prime Minister requires ministries, sectors, and localities to:

  • Demonstrate strong determination and efforts to achieve the socio-economic development goals for 2026, the first year of implementing the 2026–2030 five-year socio-economic development plan under the Resolution of the 14th National Party Congress and the Action Program of the Central Committee; strive for rapid yet sustainable development, targeting growth of 10% or higher in 2026, in which one of the key growth drivers is investment in major projects and strategic infrastructure with the spirit of the “5 transformations”: “digitalization, green transition, optimization, smart governance, and harmonization of interests among the State, the people, and enterprises.”
  • Ministries, sectors, localities, investors, project management boards, and contractors must continue to enhance responsibility in implementing investment projects to ensure speed and timeliness while strictly complying with processes, procedures, and legal regulations; absolutely prevent violations, corruption, loss, and waste of public assets; promptly remove difficulties and barriers to improve institutions, policies, and reduce administrative procedures.
  • Continue reviewing, adjusting, and supplementing planning in line with the Resolution of the 14th National Party Congress on the country’s new development space with a “long-term vision, deep thinking, bold actions, foresight, expansion to the seas, deeper exploration underground, and advancement into space”; proactively review and add interchanges and connection points to newly invested expressways to maximize project efficiency; proactively review and adjust provincial planning, ensuring alignment of new development spaces along expressway corridors.
  • Continue promoting achieved results, striving to overcome difficulties and challenges with the spirit of “having tried, try harder,” “having made efforts, make greater efforts,” “having acted decisively, act more decisively,” “having been effective, be more effective,” “having been united, be more united,” and “having coordinated effectively, coordinate even more effectively.”
  • Investors shall proactively direct the review and inspection of unit prices, norms, total investment, investment processes and procedures, and the selection of investors and contractors in compliance with regulations to prevent errors, corruption, and negative practices, and handle issues promptly with the principle: “good performance must be encouraged, supported, and prioritized; poor or wrongful performance must be handled in accordance with the law.”
  • Continue mobilizing the entire political system in implementing transport infrastructure investment, especially in compensation, support, and resettlement; always ensure the principle that new residences must be better than previous ones when arranging resettlement for people; care for both material and spiritual life of citizens; when working with people, uphold the spirit of “listening sincerely, sharing from the heart, and acting with concrete results.”
  • Investors, contractors, consultants, and workers at construction sites must continue promoting the spirit of “overcoming sunshine and rain, not yielding to storms,” working in “three shifts, four crews,” “eating quickly, sleeping urgently,” “working days are not enough, make use of nights,” “working day and night, even on days off,” “rapid, even more rapid,” “bold, even more bold,” “dare to think, dare to do, dare to take responsibility”; organize project implementation as quickly as possible with the spirit of the “4 no’s”: “no wasting even a day, no delays for a week, no missed opportunities for a month, no passivity for a whole year”; note that implementation must be fast but sustainable, safe, without errors, corruption, negativity, or waste.
  • Managing agencies and project investors shall closely coordinate with local authorities to mobilize affiliated social organizations such as youth unions, women’s unions, and Vietnam People’s Army forces stationed in the area… to support project implementation, especially for projects in the final stages before operation which require significant manual labor, restoration, and environmental sanitation…

Key tasks in the coming time

  • Cao Bang and Phu Tho provinces shall proactively coordinate with the Ministry of Finance and relevant agencies to review and arrange central budget capital, and soon approve the investment policy for Hoa Binh – Moc Chau (Km0 – Km19) and Bac Kan – Cao Bang expressway projects.
  • Hanoi and Bac Ninh shall accelerate the approval of the feasibility study report for the road connecting Gia Binh Airport with Hanoi Capital to timely serve the APEC 2027 Conference; to be completed in March 2026.
  • Ho Chi Minh City and the provinces of Phu Tho, Nghe An, Gia Lai, and Tay Ninh shall accelerate the preparation and approval of feasibility study reports for the Vinh – Thanh Thuy, Ring Road 4 of Ho Chi Minh City, and Hoa Lac – Hoa Binh projects for groundbreaking on May 19, 2026.
  • Ho Chi Minh City shall urgently complete the selection of investors for Project Component 1 of the Ho Chi Minh City – Moc Bai project by April 2026.
  • Bac Ninh, Dong Nai, and Lam Dong provinces shall promptly resolve difficulties and obstacles, accelerate site clearance for Project Component 3 of Ring Road 4 of the Hanoi Capital Region, Dau Giay – Tan Phu, Tan Phu – Bao Loc projects, ensuring no impact on construction progress.
  • Ho Chi Minh City, Can Tho, and the provinces of Tuyen Quang, Lang Son, Quang Tri, Quang Ngai, Dak Lak, Dong Nai, Lam Dong, An Giang, and Ca Mau shall resolve remaining issues to hand over all remaining site areas of projects including Tuyen Quang – Ha Giang, Project Component 2, Khanh Hoa – Buon Ma Thuot, Huu Nghi – Chi Lang, Ben Luc – Long Thanh, Ho Chi Minh City – Long Thanh, Project Component 2 of Bien Hoa – Vung Tau, rest stops of Vinh Hao – Phan Thiet project at Km144, ITS system of Can Tho – Ca Mau project, fences and service roads of Van Ninh – Cam Lo, Quang Ngai – Hoai Nhon, Quy Nhon – Chi Thanh projects, and Ho Chi Minh Road (sections Rach Soi – Ben Nhat, Go Quao – Vinh Thuan, Cho Chu – Nga Ba Trung Son), to be completed before March 15, 2026.
  • Hanoi, Ho Chi Minh City, and the provinces of Bac Ninh, Hung Yen, Dong Nai, An Giang, Dong Thap, and Vinh Long shall prioritize supplying materials for Ring Road 4 of the Hanoi Capital Region, Ninh Binh – Hai Phong section through Ninh Binh and Hung Yen, Chau Doc – Can Tho – Soc Trang, Can Tho – Ca Mau, My Thuan – Can Tho projects, to be completed in March 2026.
  • Ho Chi Minh City and the provinces of Lang Son, Cao Bang, Tuyen Quang, Khanh Hoa, Dak Lak, Dong Nai, Dong Thap, Can Tho, An Giang, and Tay Ninh shall direct investors and contractors to mobilize maximum financial resources, machinery, and equipment, overcome adverse weather, add construction lines, and organize “three shifts, four crews” to complete projects such as Tuyen Quang – Ha Giang, Huu Nghi – Chi Lang, Dong Dang – Tra Linh, Cao Lanh – An Huu, Khanh Hoa – Buon Ma Thuot, Ring Road 3 of Ho Chi Minh City, Chau Doc – Can Tho – Soc Trang, ensuring early completion and operation as planned.
  • Hanoi, Ho Chi Minh City, and the provinces of Son La, Phu Tho, Hung Yen, Bac Ninh, Ninh Binh, Dong Nai, Gia Lai, Lam Dong, and An Giang shall direct investors and contractors to accelerate construction progress of projects including Ninh Binh – Hai Phong, Project Component 3 of Ring Road 4 of the Hanoi Capital Region, Hoa Binh – Moc Chau, Ho Chi Minh City – Thu Dau Mot – Chon Thanh, Gia Nghia – Chon Thanh, Quy Nhon – Pleiku, Tan Phu – Bao Loc, and expansion and upgrading of Phu Quoc and Phu Cat international airports, ensuring committed quality and schedule.
  • Hanoi shall take the lead and coordinate with the Ministry of Construction, the Ministry of Industry and Trade, EVN, and relevant units to agree on and synchronously relocate technical infrastructure between Ring Road 4 of the Hanoi Capital Region and the Lao Cai – Hanoi – Hai Phong railway project; coordinate with localities along the route to unify adjustments to total investment structures among project components in accordance with legal regulations.
  • Dong Nai Province shall work with investors of the Gia Nghia – Chon Thanh expressway project to agree on the investment plan in line with approved investment policies, ensuring timely implementation; report results and issues to the Prime Minister in March 2026.
  • Ho Chi Minh City shall coordinate with the Ministry of Construction and VEC to review operating conditions and agree on early operation of Project Component 2 of Bien Hoa – Vung Tau to reduce traffic pressure and ensure safety for nearby routes.
  • Lam Dong Province shall proactively work with investors of the Bao Loc – Lien Khuong project regarding investment costs and financial plans to agree on a complete expressway-scale investment plan to maximize efficiency; report results to the Prime Minister in March 2026.

Promptly address shortcomings and inadequacies in accordance with legal regulations

  • The Ministry of Construction shall direct investors and contractors to organize “three shifts, four crews” to complete remaining items (service roads, rest stops, toll stations, ITS systems, etc.) of the Eastern North–South expressway and Project Component 2 of Bien Hoa – Vung Tau, bringing the main route into operation in March 2026; continue accelerating construction of Cho Moi – Bac Kan, Project Component 2 of Khanh Hoa – Buon Ma Thuot, Ho Chi Minh City – Trung Luong – My Thuan, My Thuan – Can Tho interchange, and Ho Chi Minh Road projects, ensuring required progress and quality. Inspect and review Can Tho – Ca Mau expressway and other key expressways in terms of technical and aesthetic quality; promptly rectify shortcomings in accordance with the law; absolutely prevent substandard quality, corruption, negativity, and group interests. Continue strengthening monitoring of locally managed projects, coordinate to resolve difficulties, and enhance inspection and supervision to prevent corruption and negative practices...
  • The Ministry of Finance shall continue guiding localities in procedures for allocating central budget capital for expressway projects as a basis for approving investment policies; prioritize disadvantaged, remote areas with difficult economic conditions and limited transport connectivity such as the Northwest, Central Highlands, and Mekong Delta regions; prioritize projects that open new development spaces, regional and international connectivity projects serving trade, national defense, security, and social welfare; lead guidance on cash payment mechanisms in BT project feasibility studies; coordinate with the Ministry of Agriculture and Environment to guide land valuation for BT projects paid by land funds for the Gia Binh Airport – Hanoi connection project, to be completed in March 2026; Direct VEC to accelerate construction of the Ben Luc – Long Thanh project, especially to compensate for delays in the expansion project of the Ho Chi Minh City – Long Thanh expressway section, ensuring synchronized completion and operation with Long Thanh International Airport Phase 1./.
